Yes. The print option is available for every proposal.
The button that allows the recipient to print the proposal is located in the top-right corner of the proposal viewer.
When sending a proposal, scroll down to the "Advanced" section and select the option "Allow proposals to be printed on recipient’s device," or go to the "Settings" panel, under "Default Settings," scroll to the "Default advanced settings" section, and enable "Allow proposals to be printed on recipient’s device" – every proposal will then be printable.
